He represents both public agencies and landowners. He also has represented cities, counties and special districts throughout northern California, as well as private clients who deal with public agencies. Rich has acted as an arbitrator, mediator, hearing officer and judge pro tempore. He has lectured extensively on various aspects of employment and eminent domain law.
