A Message from the
State Controller's Office:
As part of the State Budget for the 2008-09 fiscal year, Assembly Bill 1389 adds a new reporting requirement for redevelopment agencies. Section 33684 is added to the Health and Safety Code (H&S), and requires all redevelopment agencies making passthrough payments pursuant to H&S sections 33607.5 and/or 33607.7 to report to their local county auditor, on or before October 1, 2008, all passthrough payment detail by fiscal year and by local taxing agency, for fiscal years 2003-04 through 2007-08.
To assist redevelopment agencies in preparing and sumitting this data to the county, the State Controller’s Office (SCO) has developed an Excel spreadsheet and complete instructions for each agency to follow. The documents should be in the mail to your agency by September 30, 2008 at the latest.
Unfortunately, the late passage of the budget makes the filing deadline of October 1 nearly impossible at this point. The SCO recommends getting in the report in as quickly as possible. Please utilize the spreadsheet from the SCO rather than developing your own report. Much work beyond your own reporting must be accomplished at the state level once all of this data is gathered, in an extremely short time frame.
